Getting Strategically Creative with Workforce Development

Traditional recruiting strategies are not always enough to fill critical roles, develop emerging talent, or respond to changing workforce demands. When qualified candidates are scarce, organizations may need to move beyond competing for existing talent and begin creating new pathways into their workforce.

This interactive session explores how HR professionals can use apprenticeships, internships, educational relationships, community resources, and other strategic partnerships to address workforce challenges. Participants will examine the essential components of registered apprenticeships, the organizational value of well-designed internships, and opportunities to collaborate with schools, workforce agencies, and community organizations.

Using practical examples and a structured workforce-pipeline planning exercise, participants will identify a workforce challenge within their own organization, evaluate potential solutions and partners, anticipate implementation obstacles, and leave with an actionable first-step strategy.

Key learning objectives or key “take-aways” for the Presentation:

  1. Evaluate when apprenticeships, internships, or external partnerships may provide a strategic response to an organizational workforce challenge.
  2. Explain the essential components of a registered apprenticeship and distinguish the model from internships and other work-based learning experiences.
  3. Assess the potential business benefits, costs, and implementation considerations associated with internships and other early-talent programs.
  4. Identify educational, governmental, community, and industry partners that can expand an organization’s workforce-development capacity.
  5. Develop an initial workforce-pipeline strategy that connects a specific talent need with appropriate programs, partners, stakeholders, measures, and next steps.

 

Meet Your Presenter:

Dr. Serena Fisher, SHRM-SCP, SPHR, PMP, is an organizational development and workforce development leader with more than 15 years of experience helping organizations build talent, strengthen leadership, and address workforce challenges. From 2015 to 2026, she served Halifax Health in the Daytona Beach area, most recently as Director of Organizational Development & Learning. Her work included developing registered apprenticeships and workforce pipelines, establishing educational and community partnerships, leading succession planning, facilitating leadership development programs, and creating learning experiences for employees at all levels.

Dr. Fisher earned a PhD in Human Resource Education and Workforce Development from Louisiana State University, as well as an MA in Cognitive Psychology and a BA in Psychology from the University of South Florida. She has published research in Memory & Cognition and presented at professional conferences and community events. Through her consulting company, Optimizing Insight, she now helps organizations develop creative, practical solutions to workforce, talent, and organizational challenges. She is actively involved in SHRM Volusia Flagler, Rotary, the Leadership Daytona Alumni Council through the Daytona Regional Chamber, and regional workforce and education initiatives.
